An AI Safety and Opportunities Institute for Brazil: A Design of Features, Functions, and Potential Challenges

The report proposes the creation of a Brazilian Institute for AI Safety and Opportunities (AISO). It analyzes the so-called “first wave” of international institutions dedicated to AI safety — such as those established in the United Kingdom, United States, European Union, Japan, and others — and suggests an institutional model tailored to Brazil’s specific context.
The AISO proposal is based on the premise that AI governance must balance risks and opportunities. The institute would therefore have a technical and advisory nature, with independent and multisectoral governance, promoting best practices, shared methodologies, and international cooperation. Its goal is to contribute to a safe, reliable AI ecosystem aligned with the public interest, without overlapping with existing regulatory agencies.
Produced by CEBRI and the Institute for Technology and Society (ITS Rio), the report seeks to foster a national debate on institutional pathways for AI governance in Brazil, in harmony with ongoing global efforts.
