ITS Rio has shared with ANATEL (Brazil’s National Agency on Telecommunications) in June 2015 the report “Connectivity at Risk – A study on the impact of the blockage of non-registered mobile phones in Brazil”.

The study addresses the blockage of non-registered mobile phones in Brazil. ITS Rio argues that, in case this measure is adopted, it could impact the right to freedom of expression and the access to the Internet to millions of Brazilians and it is especially negative to lower income classes. ITS Rio also believes that the measure could impact the right to privacy due to the creation of a specific database with information on these devices. ITS Rio concludes the report recommending alternative solutions to deal with the situation.
