This is a publication to input in the debate about Brazil’s Internet Bill of Rights during an event organized by the Secretary of Legal Affairs and by the Secretary of Consumer Rights at the Ministry of Justice in 2015.
The analysis focuses on the risks of misinterpretation of Article 12 to suspend the functioning of Internet applications. It defends that this article should only partially suspend data collection and treatment activities, not the application as a whole.
